The Collapse of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from various governments. Significant resources is allocated on restraining particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capacity enabled by timely intelligence. From witness perspectives, defense planes that had been deployed to engage hostile cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: maybe the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.

Ongoing Risks

Soon after, a automatic firearm fired at a drone close by, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, destruction and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a need that neighboring countries are clearly incapable to fill in the immediate future.

Failed Diplomacy

The detailed framework from US administration generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This trend will, undoubtedly, continue.

Strategic Calculations

It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a assumption well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is impossible to compel Moscow to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, Washington does minimal to deter Moscow, through statements or actions, from assuming that the status quo will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but preventing a complete military breakdown until circumstances change in its benefit.

Present Conditions

Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
